Equality Act 2010
The Discrimination Act 1995 was replaced by the Equality Act which became law on 1 October 2010.

In relation to websites, The Equality Act 2010 puts a greater obligation on website owners and hosts to ensure that visually impaired visitors are not discriminated against. Under previous legislation a website had to pass the test that it was not impossible or unreasonably difficult for a disabled user to access. Under the Equalities Act 2010, the bar has been raised to the effect that a visitor must not be put at a substantial disadvantage, compared to a non-disabled user.

It uses ‘Verdana’ size 2 (12 pt) fonts in black / dark colours on a pale background.

White or pale backgrounds with dark text are the benchmark combination; which also ensures that users with colour blindness are not disadvantaged.
